With Presentation edition, it is not possible to export as flash but you can export to powerpoint slide or word. You need Personal or Enterprise edition if you want to export to swf. Check the license...

As per SAP documentation, export to powerpoint should work. I checked with presentation edition 2013 and the option is enabled there. You can raise one incident to SAP support for this.
